FComply is a private company. It is not a government agency, and no government body endorses it. The site is open to visitors who have signed the Terms of Access.

The FComply website is private. Its content is confidential, and visitors agree not to copy, share or use it for any other purpose.

FComply Terms of Access

Version 1.0, dated October 6, 2026

1. About these Terms

These Terms of Access (“Terms”) are an agreement between you, your organization, and Federal Compliance Systems, Inc., an Oregon corporation that does business as FComply (“FComply”, “we” or “us”). These Terms apply to the website at fcomply.com and everything on it (the “Site”). By ticking the box on the request form or by entering or using the Site in any way, for anything, you agree to these Terms. If you do not agree to these Terms, do not request access or use the Site.

2. Who may use the Site

The Site is open only to people and organizations FComply has approved. To use the Site, you must be at least 18 years old. You may use the Site only to learn about FComply and its products and to consider working with FComply (the “Permitted Purpose”).

3. Your login

Your login is personal to you. Do not share your password or let anyone else use your account, even other individuals in your organization. Tell us at once at info@fcomply.com if you think anyone else has used your login.

4. Confidential Information

FComply’s “Confidential Information” includes, but is not limited to, any proprietary information regarding products, services, ideas, concepts, plans, prospects, customers, suppliers, structure, and personnel, together with analyses, compilations, studies or other items prepared by FComply or its employees, agents, advisors or representatives (collectively, “Representatives”), whether or not any of the foregoing is marked or denoted as “Confidential” or “Proprietary”, and further includes any and all ideas, concepts, plans, and other details discussed at any meeting (whether telephonic or otherwise) of the parties, all of which shall be deemed and shall remain the exclusive property of FComply, as well as any personal or individual data, background, or details of or about Steve Larson or any other officer or director of FComply, all of which is hereinafter referred to as the “Information” or “Confidential Information.” All Information is provided “AS IS”, without warranty of any kind, express, implied or otherwise.

Confidential Information does not include information that you can show:

  • was public, or becomes public, through no fault of yours;
  • you already knew lawfully before you saw it on the Site;
  • you received lawfully from someone else who was free to share it; or
  • you developed on your own without using the Site.

You may disclose Confidential Information if a law or court order requires it, but only as much as is required, and, where the law allows, after giving us notice so we can respond.

5. What you agree not to do

You agree that you will not, without FComply’s written permission, which may be withheld for any reason or without any reason:

  • use Confidential Information for any purpose other than the Permitted Purpose;
  • share Confidential Information with anyone, other than people in your own organization who need it for the Permitted Purpose and are bound by duties at least as strict as these;
  • use any idea, design, concept or plan shown on the Site to build, offer or help others build or offer a product or service like FComply’s;
  • copy, download, record, screenshot, republish or redistribute any part of the Site, apart from viewing it in your browser;
  • scrape, crawl or harvest the Site by automated means, or use any of its content to train or improve an artificial intelligence or machine learning model;
  • try to get around the access gate or reach any part of the Site you have not been given access to; or
  • remove or obscure any notice on the Site.

6. Ownership

FComply and its licensors own the Site and everything on it, including all Confidential Information and all intellectual property rights. These Terms give you no license or right in any of it, other than the right to view the Site for the Permitted Purpose while your access lasts.

7. Feedback

If you send us comments or suggestions about FComply or its products, we may use them for any purpose without paying you or owing you anything.

8. What the Site describes

Complied ID is being built and will work at its launch. The Foster Care Compliance System is an active concept that FComply is building with developers and major investors, and its features are what it is designed to do. Screens shown on the Site are illustrations of planned screens. FComply is a private company. FComply is not a government agency and does not speak for any agency. FComply is working toward security certifications and authorizations and holds none of them yet.

9. No offer, no advice, no liability

Nothing on the Site is an offer to sell, or a request to buy, any securities. Nothing on the Site is legal, financial or compliance advice. Nothing on the Site obliges either of us or your organization to enter into any further agreement. If you are a prospective investor, prior to reviewing any securities disclosure documents you will be required to confirm that: a) you have a prior relationship with FComply AND b) you are an Accredited Investor as that term is defined under SEC Rule 501(a).

The Site is provided strictly “as is”. To the extent the law allows, FComply makes no representations about the Site, no promises about the Site, and FComply is not liable and shall not become liable for any expense, cost, charge, or loss that comes from using the Site.

10. How long these Terms last

Your duties in sections 4 and 5 continue for two (2) years from the date you last use the Site. For any Confidential Information that is a trade secret, they continue for as long as it remains a trade secret.

11. Returning or deleting material

If we ask, whether or not in writing, you will promptly delete or return any Confidential Information you have, including notes, and confirm in writing that you have done so.

12. Ending access

We may suspend or end your access to the Site at any time, for any reason or no reason. These Terms continue to apply after your access ends.

13. Remedies

A breach of sections 4 or 5 could cause FComply harm that money alone cannot repair. FComply may ask a court for an injunction or other relief to stop a breach, in addition to any other remedy, without having to post a bond where the law allows.

14. Information you give us

We keep the information you enter on the request form and a record that you accepted these Terms (your name, email, the date and time, the Terms version and your IP address). We use it to review your request, to manage your access, and to keep in touch with you about FComply. You can ask us to remove it by writing to info@fcomply.com.

15. Governing law

These Terms are governed by the laws of the State of Oregon, without regard to its conflict of law rules. Any dispute will be heard exclusively in the state or federal courts located in Washington County, Oregon, and you agree to Washington County, Oregon as the exclusive jurisdiction for any and all disputes hereunder.

16. Changes to these Terms

We may update these Terms at any time, for any reason or no reason. Each Term version is numbered and dated. If we make a material change to the Terms, we will ask you to accept the new version of the Terms before you continue to use the Site.

What FComply is building

Complied ID

Complied ID is being built and will work at launch. A person will prove who they are on their own phone, and FComply will screen them, with their consent, and rescreen them every year. An employer or other organization will then be able to check that person’s status.

The Foster Care Compliance System

The Foster Care Compliance System is an active concept that the company is building with developers and major investors. It is designed to give a foster care agency one record of caregiver check-ins and caseworker visits, and to tell a caseworker the same day when a check-in is missed.
