CEO, Founder

Steve Larson

Steve Larson is the Founder, CEO and Chairman of the Board of FComply, which he established in June of 2024.

Steve Larson is the Founder, CEO and Chairman of the Board of FComply, which he established in June of 2024. He is also the founder of Q5id, Inc., which he established in April 2018. Q5id, Inc. is known for its patented solution that helps authenticate identity to prevent fraud, identity theft and data breaches. Prior to this, in 2001, he founded SureID, Inc., which was the leading provider of identity management and access control solutions for the Departments of Defense and Homeland Security. Mr. Larson served as Chairman and CEO for SureID, Inc. He also founded Unicru, Inc. in 1987 and served as Chairman of the Board, CEO and President. Unicru was the leader in Human Capital Management (HCM) automation technology and was among Oregon's fastest-growing private companies. Kronos, Inc. later acquired Unicru for $150 million. Mr. Larson's leadership skills and business expertise have been recognized locally and nationally. He was named a finalist in the Ernst & Young Entrepreneur of the Year Award in the Pacific Northwest. Mr. Larson has also served on the boards of several technology companies and has helped fund and recruit executives and board members for other companies.

Dianna Collinson

Dianna Collinson is the Co-Founder, Chief Operating Officer and Corporate Secretary of FComply with over 25 years of experience in both B2B and B2C environments.

Dianna Collinson is the Co-Founder, Chief Operating Officer and Corporate Secretary of FComply with over 25 years of experience in both B2B and B2C environments. She has worked across various channels, including Direct Sales, Retail, Indirect B2B, and National Sales. Dianna has led Strategic Partnerships, Sales, and Business Development for Q5id, and is responsible for revenue generation and brand partnership monetization. Prior to joining Q5id, she was the VP of Strategic Partnerships at SurelD, where she was responsible for developing and implementing Strategic Partnerships and communications initiatives. Dianna is skilled in relationship development and solution-centric sales.

ANTHONY CLEM

ANTHONY CLEM is a skilled information security leader, currently serving as CIO for the Oregon Department of Emergency Management.

ANTHONY CLEM is a skilled information security leader, currently serving as CIO for the Oregon Department of Emergency Management. With 30+ years of experience, he has a reputation for strategic acumen and expert handling of complex cybersecurity challenges.

Anthony was the CISO for Q5iD, a company with advanced identity verification solutions. He enhanced their cybersecurity frameworks and protected sensitive data. As the Director of Compliance and Incident Response at Oracle, he led initiatives to strengthen data protection and compliance measures.

As CISO for Polycom and Chief Security Architect for HP, Anthony designed and implemented comprehensive security strategies that mitigated risks, aligned security practices with business objectives, and protected assets and customer data.

Anthony has both a Bachelor of Science in Computer Science and an MBA, which provide him with technical expertise and business acumen. He holds certifications as a CISSP and CCISO, demonstrating his deep knowledge in the field.

C. DAVID SHEPHERD

C. David Shepherd is the Chief Executive Officer of Readiness Resource Group, Inc. (RRG), a veteran-owned business serving homeland security, protection, preparedness, enterprise resilience and critical infrastructure support programs.

C. David Shepherd is the Chief Executive Officer of Readiness Resource Group, Inc. (RRG), a veteran-owned business serving homeland security, protection, preparedness, enterprise resilience and critical infrastructure support programs. Mr. Shepherd is Board Certified in Homeland Security (CHS-III) and earned a Bachelor of Science (B.S.) in Marketing Research from the University of Utah, and a master’s in business administration (M.B.A.) and a master’s in public administration justice administration (M.P.A.J.A.) from Golden Gate University.

Mr. Shepherd was the former Co-chairman for Resorts under the Department of Homeland Security Commercial Facilities Sector Coordinating Council (CFSCC) and contributed to numerous Department of Homeland Security reports, plans, panels and working groups, such as the National Infrastructure Protection Plan (NIPP), Partnership for Critical Infrastructure Security (PCIS) and DHS office of Science and Technology working group on technology.

Mr. Shepherd spent 24 years in the Federal Bureau of Investigation in such positions as: SWAT Team Leader and Coordinator in domestic and foreign terrorism, kidnappings, extortions, fugitives, white collar crime, violent crimes, and organized crime. He was an Adjunct Professor at University of Nevada, Las Vegas (UNLV) for six years in Criminal Investigations and Criminal Evidence courses.

For almost eight years, David served as the Executive Director of Security for The Venetian Resort Hotel Casino, Las Vegas, the fourth-largest hotel casino in the world. At the Venetian, David was responsible for physical security, background investigations, terrorism, EMT coverage, technology integration, construction security, and special investigations.

Mr. Shepherd lectures throughout the United States and in numerous foreign countries. He has appeared on ABC, NBC, CBS, Fox, MSNBC, CNN, History Channel, Travel Channel, Canadian Television, and interviewed for articles in the New York Time, Washington Post, Wall Street Journal, Reuters, and BBC, plus numerous radio talk shows.

Mr. Shepherd is a published author to include: Preventive Measures: Is your Company Ready? Are You? (2006), Active Shooter: Preparing for and Responding to a Growing Threat (2015), and What would you do to stop Active and Mass Shootings? (2022)

RAYMOND HUMPHREY is a globally recognized authority on security matters, uniquely having served both as President of ISMA and ASIS, the largest professional security organization in the world.

Mr. Humphrey has been publicly thanked by three sitting U. S. Presidents for his work on behalf of the country and has received a variety of awards, including the Freedom Foundation Medal, Legion of Merit, two Bronze Stars, Joint Service Commendation Medal, and others. His professional career is highlighted by leadership posts at Xerox, Digital Equipment, CIBC and U.S. Continental Command.
